But right now, the gravity that it exerts is pulling water away from the other side of the earth and *unlawfully* redistributing it on this side of the earth. If it wasn't for the Moon, the oceans would always be the same level and nobody would ever have to worry about the amount of water on their side of the earth being less than it should be.
