What makes you think that the damage to society from legal opium and cocaine wouldn't be more than ethanol or tobacco? And Given the current legal atmosphere (tobacco smoker lawsuits), who in the world would want to market and manufacturer narcotics(for non medical consumption). The truth is that if cigarettes were a new product, the FDA would probably never allowed it to be sold in the U.S..
