Keen interest shown in $3b smart card project

AT least four groups are set to lodge tenders today for the first phase of the government's $3 billion scheme to introduce smart identification cards for Hong Kong's population of 6.8 million people.

Industry insiders said the bidders include Sun Hung Kai Properties (0016) and US electronic giants IBM and EDS. One source added: Cheung Kong [0001] is also trying to get a group together. A raft of specialist computer-related companies have publicly expressed their interest in taking part. These include Pacific Century CyberWorks (0008) subsidiary SecureNet Asia, VeriSign, Champion Biometric, a subsidiary of Hong Kong-listed Champion Technology Holdings and e-security firm Baltimore Technologies in association with i-Security Solutions. This latter outfit is the technology transfer arm of the University of Hong Kong. Under the terms of the 31-month contract, the successful group will supply computer hardware, software and related services. This includes the card and thumbprint scanners and blank cards. The new identity cards will begin to be introduced in the first half of 2003. The cards will contain a microchip that will initially contain personal information and photograph similar to those printed on the surface of the existing identity cards. The chip will have templates of both thumbprints, stored as a set of figures which cannot be used to reconstruct the thumbprints. Embedded data includes details of residency status and the limit of stay. Additional information could be added later that will allow the smart identity card for other uses.

But the new cards have been criticised by legislators because the government sought funding for the $800 million first stage before lawmakers were able to propose changes in legislation needed for the scheme.

The introduction of the smart identity cards will speed up transit through Hong Kong boundary crossings.
