A state study said children attending charter schools score lower on standardized tests than public school students.

The study ordered by the State Board of Education found, however, that the children's parents are generally pleased with the charter schools.

The report was released Tuesday.

Charter schools receive taxpayer money but operate independently from local school districts and are free from many state regulations. Texas spent $218 million on the schools last year.

Samantha Smoot is executive director of the Texas Freedom Network, a conservative interest group. She says the report “provides more evidence that the majority of charter schools are failing to provide a basic education for our kids.”
