Could you please define the "standard specification"
for the "CPU operating frequency"?

Is it a frequency at which the whole chip runs continuously?

Or if it a feature of a certain part only, then how do
you characterize it? In %% of die area? How much is
enough, 10%? 1%? What is your "discretion"?

And if it runs at that frequency intermittently,
would you specify the duty cycle, or what?

So, what does your "general customer" prefer?
