To shut down the 1,000 Islamic "Western Union" branches send out 1,000 people with $500 each for transfer among themselves to identify all the branches you can. Do it all at once on the same day to avoid advance notice. ID each phone line, physical address and as many of the people as practical.

Then close them down and give each of them bank accounts instead, or risk forfeiture.

I'm sure it's not easy, but it's simple...
