And the GAO says the reports they issue are based on what Congress asks them for, so it's up to Congress to redirect the GAO so that the oversight is more laser-pointed to the problem, correct?
Those facts being the case, as reported in the article, what's your point in screaming that it's the Clinton Administrtion's mess? It's every President's mess, including this one's right now, because of the way the Pentagon is and has been run for decades, as the article points out. This author chose to highlight the last available report which was, TA-DA, for Clinton's last fiscal year. Go back 10 years and see what the report for Bush Pere had in it.

Selectively citing this kind of stuff is the propagandist's technique. You might have read it a bit better instead of screaming the headline which is someone's axe to grind as to how it's put. I bet you the very Rumsfeld who's in charge of the Pentagon had the same financial shenanigans when he was running that show however long ago it was.
As for the shell game with the money who's to say that it wasn't going into Intelligence anyway? So much of the Intelligence gathering budget is invisible anyway, and who knows what Ollie North-style activities are going on with taxpayer's money? Do you honestly think the Sec. of Defense or any of the other Secs. in the Pentagon are fully apprised of what is being done by those who are, theoretically at least, under their civilian control?
Nah, you're not trying to show me where the money's going to come from - you're just using it to bash Clinton in an unusually transparent ploy.
