I guess I'm saying that in my opinion it is not that charter schools couldn't work, but in practice they aren't working since they being used as a vehicle for parents who would home school or church school anyway to pull state finances out of the public schools.

There are several charter programs in Texas. Bush likes to talk about using them to help failing schools, he doesn't like to talk about the Texas madrasahs.
