With insider trades their entire accounts could be set up to tag electronically all trades as 'insider' ... with the long/short it's not so simple within the same account .... but what canadian brokers do with the accounts of canadians is they split them into E accounts for trades in loonies and F accounts for trades in USD [no matter the exchange, there are stocks trading in Canada in USD, their tickers have the suffix .U] [but i digress] It would be possible to split accounts into 'long-side buy/sell' and 'short-side sell/cover' ... might be the most practical way of doing it, eh

The more disclosure the better ... perhaps the most major factor in stimulating widespread interest in markets has been the open access to information provided by the net ... the cdnx is a leader in this, of course it had an ugly reputation to overcome, that of the old VSE, but it's doing very well on information flow, you can click from their depth page and find out a lot about a company in a hurry - cdnx.com
... shorts and insiders could just be two more links adding transparency, generating credibility

Instant accurate reporting of short positions, combined with absolute elimination of no-borrow shorts, would go a long way towards stealing the thunder of those searching for third-party excuses for the incompetence and/or dishonesty of those running the companies whose paper they'd like to promote ... eh
