Old Russian trick - cater to the Germans and drive a wedge in NATO. Same deal as Putin suggesting Russian membership in NATO, catering to German fears of being on the "frontline," and thus paralyzing NATO mortally. The Germans are always beside themselves with fear at the idea of a hostile Bear, and are always the first ones to simper when it stirs. They and the Russian ass-kissers called the French are the weakest links. NATO is dead in the 21st century.
