Bear in mind that this may be "perception management" aimed at undercutting support for OBL.. Creating a bit of "panic" amongst his supporters to convince them that OBL and/or the Taleban has unleashed a biological weapon against refugees might undermine support for him. On the converse side, the Taleban might actually have released such a disease, or are creating the rumours of such, in order to prevent refugees from heading to Pakistan. The Taleban NEED civilians to remain in Afghanistan for them to prevent the entire country becoming a "free-fire zone" with only his soldiers present. Without a civilian shield, there is little to prevent massive air strikes against them from Allied aircraft. I'm fully prepared to see a bit of "reality twisting" on both sides. Hawk
