Notice how nobody wanted to change the rules on short selling when the market was making all time highs a few years ago?

I think the real issue is that people don't understand that selling, short or long selling, is not the primary factor in stock price declines or market declines. To understand this concept one has to examine their own motives when deciding to buy or sell a stock.
