Yes, 60 years ago is the wrong date; in 1940 Palestine had already benefitted from 60 years of Zionist development and 20 years of British rule -- far, far better than Turkish.

Most of Palestine was abandoned wilderness in 1880, owing to extreme Turkish misrule. The population of the whole of Palestine west of the Jordan -- the same area that has over nine million people today -- was only 200,000 Muslims, according to the Ottoman census of 1881, and certainly less than 300,000 altogether. Jerusalem was a town of 20,000, of whom 5,000 were Muslim.
