The Leach bill this year was worded to only ban "illegal internet gambling sites" and not internet gambling that might subsequently be legalized by the states. The LaFalce bill toughened the wording. So a bill like this might be beneficial to the domestic industry.

The banking industry and American Gaming Association will almost certainly oppose the bill along with states rights advocates and civil libertarians that killed it last year.
