Most of the analyses I've read indicates Nextel's decision was based on their poor financial condition, not on technology. They've opted to slap some bandaids on their existing IDEN network rather than make the larger investment in cdma infrastructure. I don't find that terribly surprising considering that they're already carrying $17B in debt to support a $7B/year business that's losing almost $1B/yr.(raw data from wsrn: wsrn.com. Since this puts them firmly in a technical backwater, I'd suggest it signals that they've given up any hope of becoming a major player.
