Why should there be heavy pressure on both sides? You yourself admit that the Palestinians were starting to recover and do quite well prior to the resumption of intifadah. By your own account, that ended with the start of violence. Does this not say anything to you? Is the point completely lost on Palestinians? That violence will be rewarded with violence, and poverty? I think the pressure needs to be put on the PA, which did not adhere to Oslo and yet expected Israel to make its concessions. The blame lies squarely with the Palestinians, who could have their own state by now.
