RE: Q Chat - It is developed but not in use at present. I remember that the original drive was a request by gov't agencies for an iDen like chat ability but with government level encription so law enforcement agents like the CIA and FBI could talk during actions without risk of eavesdropping. That was announced a few years back. Sorry but I don't have the reference.
