One definition of civilization, for example in contrast to "tribal cultures", is that revenge, retaliation is
not searched personally, individually, but a common set of rules, a court, and a fair process is
guaranteed by a larger group of people, the rule of law.

Some legal experts say this works fairly well in some nations, but not yet globally between
nations.

Anyway, was great to hear that US paid their dues to UN, and that some politicians
point out that UN is good at peace keeping. (compare above)

Additionally UN is not good at making war, a more complex matter.
