It has been my belief for a long time that this is correct -- and I believe the major sticking point is likely plant capacity. The FDA will not approve any drug unless they are comfortable it can be produced adequately to satisfy their demand.

I have been emailing a person who is more familiar with what type of capacity we will likely end up with @ the Montreal plant and it is this person's belief, as it is mine, that the only market we will need this type capacity for is the US market.
