I love it when you talk dirty. This is exactly the program. Absolutely voluntary for all folks, if they don't want to fly (hey, my Costco card is voluntary, but you have to have one if you want to shop at Costco). Of course, we extend it to flight schools and long haul trucking schools and licensing areas, then to get a driver's license. Eventually we have Greyhound and the train system adopt it. Yes, you're exactly right, employees of these areas will need to have TIC as well.
Then, on a voluntary basis, a TIC will be required for people wanting to open a bank account, receive funds from overseas, rent an apartment or buy a house, get a job, register for a school.
In the end, TIC will keep track of all the visa holders, green card holders and, yes, U.S. travellers. We'll be able to monitor oddities and stop people at the gates.
I like your security port, Aero, a smallish position in each could easily find a winner. I will look into them further, although we've probably lost a chance at the really easy money (pre 9/11).
