They do share some of the same infrastructure. CDMA2000 overlays on a 2nd generation TDMA system is huge becuase it devises an evolutionary pathway directly to 3G with the same frequency. Do you think South America wants to blow a lot of cash for more spectrum in Brazil?

TDMA to CDMA2000 can be traded over the short term and the long term for an unnecesary path to UMTS spectrum ($billions), GPRS data bridge (no data enhancement or capacity), to WCDMA. Instead, you can turn a TDMA network directly into a 3G compliant network with high speed data, 4 times capacity from TDMA to CDMA2000 (including enhancements).

GSM, GPRS, and WCDMA are buried under an avalanche of evidence supporting CDMA2000 as a better way to handle data than GPRS. CDMA2000 is beyond the point of providing due diligence for CDMA2000 for TDMA and GSM carriers. They are starting to trial the overlay techniques in the field.

Korea's model for a CDMA2000 approach to a WCDMA backward compatible network undermines the legitimacy of GPRS as the best approach to WCDMA. In the days when NOK had billions of market cap to hide behind, they could threaten 150% vendor financing to build out ineffective 3G platforms. No bank is going to loan money to NOK to buy contracts at 150 cents on the dollar.
