Perhaps credit quality is of more concern to investors than interest rates. I haven't looked back, but I'd guess this is normal in a recession, while banks would do well in an easing that is successful in heading off a recession.

Just a guess.

BTW, this might be a good buy op for banks that have adequate loss reserves and don't have too high payout ratios (i.e. the dividend is safe). Worth looking into, anyway.
