To me this seems reasonable. The major problem I see in actually implementing such a screen is that before you can check for expired visas you need to check who actually needs a visa. Which means figuring out who is and who isn't a citizen/permanent resident. Which means...

...passports and/or national ID cards for all Americans.

McVeigh did a fair job levelling Oklahoma over less.
