You would be simply dumbfounded if you knew how truly widespread this problem is/was. It goes far beyond the intelligence community & is an unbelievable waste of resources, productivity & our tax dollars. Often, there are ridiculous turf battles, bureaucratic red tape & questionable rules & regulations that inhibit/preclude investigations, audits, reviews, etc., being coordinated or information shared.
I often noted that we were successful in spite of ourselves. Cooperation & coordination of info & resources was significantly hindered due to inept/bureaucratic/politically motivated management & rules that hindered cooperation or that were misguided &/or misinterpreted to make it so, ET. AL. It's scary to think of how often we weren't successful because of it, not to mention how many more cases would have had been able to handle if we just worked together from the top down. There were countless excuses & justifications to prohibit cooperation & coordination & since most of this came from the top down, little could be down to stop it.
It scares me to think of some of the bureaucratic dinosaurs who are still in charge that still don't get it, or worse, they do get it, but still have political or other agendas that continue to take precedence over cooperation & coordination while working for the same common goal.
