Pssst.....Dubai is not a country. Its a 'city', or more correctly an emirate of United Arab Emirates. I am not sure, but I think it has a history of remaining neutral in any conflicts of this kind.. Your point is valid. Imagine if the coalition held them hostage, saying "Stop, else we will nuke your Mecca and Medina". The Arab countries rely too much on the civilised behaviour of the Western society.
