PCCW Seeks to Sell Bundled Services at Discount; Ofta Yet to Approve: SCMP

Pacific Century CyberWorks (0008) has sought permission from the Office of the Telecommunications Authority to sell bundled services between its fixed-line and broadband divisions at a discount to their market price, the South China Morning Post reported, citing a source at PCCW, who said informal talks with Ofta has been under way for months. But the proposal is yet to receive approval from the regulator on concerns it could create an anti-competitive practice by the dominant operator, the paper said.

It had been reported that PCCW had applied to merge its loss-making broadband business with its most profitable fixed-line unit, mainly to create tax savings. Yet, Ofta director-general Anthony Wong declined to comment on PCCW's merger application, nor its bid to change its tariff structure, said the English newspaper.
