There is the single shot two hand 20 MM pistol. It has a muzzle brake and the slide and barrel recoils 12 inches. Proximity fuse burst or AP. Stopping power plus.

The M1 110 grain 30 cal. had 957 pounds ME. A 22 hornet has 723 pounds ME. A 44 mag has 1036 lbs ME but only 551 FP at 100 yds to the hornet's 417 fout pounds energy at the 100. For this reason I think the hornet would make a good super/machine pistol round in AP mode. The standard 9MM grease gun weighs in a 384 fp ME and 287 at 100, comparatively anemic. The 45 is at best 543 - 388. The smaller caliber penetrates better in AP.

Anthrax is not contagious so a carrier has to be vaccinated and use a spreader. To be frank I think Anthrax is un-American and to be that is just wrong to begin with. If they are going to use Anthrax then we have to use neutron bombs. I don't see a choice. I am sure we could get veterans to volunteer to carry them into cities and self detonate. We could even hire canine corps carrying doggie nukes. I am sure Rin Tin Tin would see it our way of he had to mate with an Afghan otherwise.
