Good grief. You just inspired a number of flashbacks going back to the two-year period immediately following Divestiture 1.

Thanks for exposing one of the more curious aspects of open competition in what some observers might consider a domain that is best suited for a natural monopoly.

And thanks for sparing us the grisly details at the contractor and subcontractor levels, and for omitting any mention of which union locals have jurisdiction on each floor for each subtask of mounting a relay rack: providing power, accepting the node harware at the loading dock, bolting anchors into the slab, providing for overhead supports, running innerduct (assuming a riser conduit for same is already in place), and so on. It's a wonder that these things ever get installed.
