I don't recall ever reading anything about Japan developing an atom bomb. There was a German effort. The Germans, unlike the Japanese, were at the forefront of Physics research before WWII. You can get some idea of how close the Germans got to an atom bomb by checking out haigerloch.de and haigerloch.de . Not exactly Los Alamos, that. In fact, not even close to the famous squash court under Stagg Field.
