You give them a State, and you eliminate their excuses for terrorizing Israel. Lay them bare, remove their masks. After instituting a Palestinian State, with no Israeli occupation, divided Jerusalem, Internationalized Temple Mount - if they continue to terrorize Israel after all their demands have been met and those conditions are acceptable to the Arab states, then they are open to massive sanction. And if necessary, Security Council mandated occupation by international forces.

As long as Arafat can hide behind "the Struggle" he is safe.
