I'm not so sure Nadine... If the "RUMINT" is accurate that certain Arab states are perfectly willing to permit the US to have a fairly free hand in dealing with OBL and other terrorist network, despite publicly showing caution about it, then it could be that Arafat sees himself potentially being hung out to dry and forced to accept any settlement he can get.

I recall that interesting article from the other day, which stated that Arab nations are being cautious because they are afraid the US will leave the job "unfinished", with them left to face the inflamed extremist elements in their own nations.

Could it be that, in exchange for US promises to "finish the job", Arab states will decrease their support for Arafat and force him to moderate his position and get his people under control??

That's the leverage I'd be trying to exert. If they fail to pressure Arafat, the US has the ability to leave these Arab regimes flapping in the breeze.
