I believe that this order applies to heads of state and not insectizoid vermin like Osama bin Laden.

The US cruise missile attacks on the terrorist camps of Osama bin Laden in Khost (Afghanistan) on August 20, 1998
were essentially President Clinton's attempt to assasinate Osama bin Laden.

Apparently the Pakistani intelligence officer tipped off bin Laden, who left the building without taking his satellite phone.
