Has any test of that system ever worked? I am not an expert, but am under the impression that they have made it work by giving it little helping hands, tweaking the tests, like, for example, limiting the type and number of decoys launched along with the test target missiles.
Putting up a very good system will be the work of decades not months or years. Even a decent system will not be up this year or next or the one after that. We take baby steps in the direction of the goal. First you see if you can shoot down a missile. Then you try one with one decoy, then you might try more, then you add some other factor. If you throw in all difficult factors at once and the test fails you might not be able to figure out why.
It would be nice, and i know this is a frill, if fewer PFC's were living on food stamps.
I agree, but PFCs really shouldn't start a family and people with families shouldn't sign up to be the lowest enlisted ranks (In the army PFCs are pay grade E-3, in the marines PFCs are E2's and lance corporals are E3s) Also they don't remain PFCs for a real long time unless they don't do their job that well.
In any case, the agenda of absolutely immediate counter measures against terrorism (like security around reservoirs, to mention only one vulnerability that comes to mind)
Msot things that could be dumped in to reservoirs would be filtered out, broken down, or killed by the treatment process that the water goes through. One thing we might want to do is takes steps to improve the treatment process to make sure this is so.
