If true, it most certainly does. Both the USA and the UK have a LOONNNNG list of things to fix. The B/S that has gone on is just amazing. Both countries have to focus on the real security issues when it comes it exporting chit like that...or Arms of any kind. The foreign policies of both countries need more intelligence in who and how we support them.
