You have to presuppose that there is an antidote to the postulated virulent strain. Besides, even if there were failure in a subset of social institutions, not much could be inferred. Most everything could be humming along well, and we could discover, to our dismay, that someone had failed to cover a remote contingency. Well, mistakes happen......
