I thought that the idea was that there should not be a presumption of discrimination due to statistical disparity, but perhaps I skimmed too much, I have had several phone calls this morning. I think it is too blunt a tool to be of much use, but mere research is okay, I suppose.

Recruitment is fine, as long as it is not too mechanical about achieving numeric goals. Help for the disadvantaged is fine, too. I would like to see inner city schools provide more after school mentoring, so that kids have a safe haven while their parents are working, and can be assured of getting help with homework. I would also like to see more community policing concentrated on high- crime areas, and more community amenities in the projects, like enrichment centers, with computers and office equipment for learning skills. I would like to see unwed teenage mothers in group homes, where they are required to finish their education and pitch in, and are given job training while their child is an infant. I would like to see the more refractory welfare cases also moved into group homes for personal and job counseling. Ah, dreams.......
