True that is a possibility. But I think the ranges of efficiency and skill in response to disasters vary far more within the group of countries that are democracies and the group that is not then they do between the groups. To the extent that they do vary between the groups I think the democracies are more efficient against many types of disasters. Of course there are so many other factors including the economy, history and culture of different countries that it is hard to be sure that Democracy has anything to do with this. It is probably impossible to run a controlled study to research this question.
