Couple of examples of botched disaster response --

You will recall, I believe, the Russian Sub that went to the bottom a year or two ago. A number of submariners were known to have survived the initial event but perished for lack of effective response. Assistance from the U.S. and several other countries was refused, I suppose for what Russia perceived to be "national security" issues.

A decade (or so) earlier a packed 747 went down not too far from Tokyo. The USAF was over the crash site immediately and was about to organize a response when the GOJ told them to back off. My recollection is that Japanese response teams were not on the scene until the following day. This situation was described in a WSJ piece written by an Air Force pilot close to the situation. I believe there was a survivor or two. Who knows how many might have been saved 12 hours earlier. Strictly a national pride issue.
