In the sense that I am thinking of it Germany can not be responsible because it doesn't think.

Of course it thinks. A government is the embodiment of the Will of the People. The government can act and be sued for those actions.

Millions of people in it do think but the country is not a moral agent itself but rather a group or collection of millions who are moral agents.

The country is the supreme moral agent of the people. I don't think you would find any German in Germany that would disagree with that.
