Israel, in their infinite and flawed wisdom, raised Arafat out of exile in Tunis to lead his people, because they were afraid of Hamas. Arafat was supposed to reign in Hamas and Islamic Jihad, which is why Israel supplied the PLO with weapons and armor. Arafat instead attacked Israel.
