Also individuals within the government think. They make policies and decisions. They are responsible for their actions including the actions they take as part of their government position."


Tim, have you ever heard the saying "We the People"? Take a quick look at the opening words of your own Constitution.

A moral agent would have to be a human unless you add aliens or sentient computer programs to the discussion. A moral agent can think, can realize the nature of its actions and the possible consequences and then make its choice. Government actions are the result of decisions made by people. The country as such doesn't have a mind.

Tim what country do you live in? Have you ever heard of fiduciary responsibility of an individual? The same applies to corporations and governments.
