TOKYO (CBS.MW) -- Tokyo stocks came roaring back Thursday, with the Nikkei 225 Average up 3.8 percent and surpassing its Sept.11 level, as investors scooped up shares of recently battered chipmakers and automakers following a rebound by their U.S. counterparts.
