I don't think so, just slow getting to full usage due to the general slowdown by companies taking second and third looks at spending money for expansion of their service.

How much cable has already been laid and strung around America to offer high speed access? Hooking up a customer, if my case was typical, took two men, one was a trainee I believe, and about 30-45 minutes. Not a big cost item there IMO. So it comes down to selling the idea and I don't believe most active net users are hard to sell on high speed access.
