Right you got me on Somoza, I'm so old the decades meld into each other.

But when you say "The Taliban were installed well after Reagan was out of office" That is true, but Reagan dropped Afghanistan like a hot potato after the soviet pullout creating an environment for militant groups to gain power, as well, Bush Sr. was the next president and he did nothing there too. Also, Reagan and the CIA armed the militants during the Afghan/Soviet war, had a relationship with many groups, probably made promises to help them after the end of the conflict and didn't. Bush Sr. also left Saddam in power to cause more trouble. Bush called the Kurdish rebels in Iraq "freedom fighters" but forgot about them after he got out of the Gulf. So, sure Clinton could have done more, but the situation arose directly from Reagan forgetting about afghanistan. Bush Sr. was the next president and remained blind to what was happening there. Everyone is at fault, you can't lay all the blame on Clinton.
