A person committing "evil" might be a good person by virtue of his/her ignorance.

I would say rather that a person committing evil might be good, but it wouldn't be their ignorance that makes them good. If they are good and where not ignorant or deluded then they would not habitually be committing evil. The goodness is not based on their intelligence. Neither intelligence nor a lack of intelligence makes someone good. The goodness is part of their character. Their desire for good may be led astray by their foolishness or stupidity or ignorance or insanity if they have any of those qualities.
