I would say the acts that they committed where evil. As to what was in their hearts and character I can not be absolutely sure, but if I was to guess it was hate and perhaps desire to go to the wondrous afterlife that they were told awaited them as martyrs. The 2nd thing is not evil, but it would mean the action was done to benefit themselves. Hatred is a dark and evil motivation not a good one. So it would appear to me (and I use appear because I can not look in to their minds and souls and tell for sure what lies behind all of their actions) to be an evil act, motivated by hatred, that caused horrible death destruction and suffering. I can't see how this would make them good.

No. I am saying whether or not I would call a person evil depends on their character, their actions, and their motivations for those actions. If you start with the fact that someone has committed and evil action, then one possibility is that they are evil people. Another is that they are deluded or insane. The "mistakenness" doesn't make them more or less evil. The evil is part of their character and gets expressed in their actions. The "mistakenness" might however be another reason for the evil actions in addition to the possibility that they are evil people. I think it is easier to tell that an action is evil then it is to tell that it arose from evil within a person.
