I'm not up on the latest with this, but the SEC has been pushing the exchanges to interconnect so as to insure that investors get the best prices available regardless of where the order is sent.

That would be great! In that QCOM Jan 03 70 put example I posted earlier, the bid at the "i" exchange was 27.50 or 27.60, yet I only received 27.10 from the PACX. I spent ½ an hour going over this with the TD Waterhouse rep today. Same problem last week buying QCOM Jan 04 50 calls. They were all routed to the PACX which has/had the worst prices and a huge (3 point) spread. TD tells me the order is sent to the exchange that is "most active" on those options. A big fat scam if you ask me.
