Their calculations may be based on the amount of water they need initially, but not for 10,000 tons per day. OR, I am willing to concede that I may possibly have gotten my numbers wrong.

BUT, in any event, you are missing the whole point; which is that the water is there, it is relatively cheap, and the Central Arizona Water Authority is willing to sell IPM all they want.

THERE IS NO WATER PROBLEM; NEVER HAS BEEN.
