The general situation in europe is that we have low growth and high unemployment which leads to lower than expected taxes and higher than expected expenses. In preparation for the european monetary union in 1999 the participants have to limit deficit to 3% of gross domestic product this year. In the current economic climate this target is difficult to reach and all european countries find more or less creative ways how to reduce the deficit they show. The german government is privaticing companies even faster than they normally can. It wants to sell its stake in Deutsche Telekom. The problem is that in the IPO prospectus it is mentioned that those shares will not be sold for some time. The latest solution is to sell them to a state owned bank which will hold them for a while.
I don't know the details of the french situation. The socialist government supports the currency union but is less enthusiastic than the former government in limiting expenses. Especially they want to do something to reduce the unemployment rate.
