I've no idea whether it was intentional or not. People can disagree with American policy and still send relief money for a tragedy. WE do that all the time. WE in the US, are always helpfully telling other countries just how f*cked up (in our opinion, of course) they are, while handing them money. I suppose it might feel uncomfortable when the shoe is on the other foot, but I don't see it as a problem of principle (myself). Although I suppose if your principle is pride, and you insist people do not disagree with you about your opinions.....

Are you aware of exactly what was said? Because it didn't strike me as all that odd. We know most of the Arab world feels exactly the same way. That doesn't mean they agree with the WTC attacks, though, nor does it mean they cannot feel compassion for our tragedy.
